Seymour C Briscoe, son of Dr Aquila Briscoe and Mary Melissa Sackett, was born at Newton Falls, Trumbull County, OhioG, on 28 May 1854.1,2 He married first on 25 March 1876, Clara B Harper.2 He married second on 1 December 1886, Anna Rowe.2 Anna was born in Wolcottville, LaGrange County, IndianaG, on 26 August 1860.2
